IBM Teams Up with CUBE to Bake Global AI Rules into watsonx.governance

UK‑based regtech firm CUBE announced on September 17 that it is partnering with IBM to add real‑time regulatory intelligence to IBM’s enterprise AI governance suite, watsonx.governance. The new capability, called Regulatory Horizon Scanning, is designed to automatically ingest and analyze emerging AI‑related rules from regulators around the world.

CUBE specializes in using AI to track and classify laws, supervisory guidance, and enforcement actions across heavily regulated industries such as finance and life sciences. By integrating its datasets and models into watsonx.governance, the two companies aim to give enterprises a single view of obligations under frameworks like the EU AI Act, as well as sector‑specific guidelines in North America and Asia. That information can then feed directly into risk assessments, control libraries, and documentation workflows.

As generative AI spreads through core business processes, compliance teams are struggling to keep up with a fast‑moving and fragmented rulebook. IBM and CUBE are betting that governance tools will need their own layer of AI that understands regulation itself—continuously mapping changing legal requirements to concrete technical and policy controls. For multinational firms, this kind of automated “policy radar” could become as important as traditional model monitoring or security audits.
