Lagarde Warns Europe: Don’t Miss the AI Revolution—or Its Financial Risks
On August 19, European Central Bank (ECB) President Christine Lagarde delivered a speech on the economic impact of artificial intelligence, arguing that “Europe cannot afford to miss the AI revolution.” She highlighted how generative AI and agentic AI systems could boost productivity and spawn new industries, while at the same time warning that they may fuel stock market bubbles and financial instability.
A fresh ECB economists’ report, released alongside her remarks, points to the heavy concentration of global capital in U.S. big tech and AI-related stocks. If an “AI bust” were to occur, the shock could easily spill over into European banks and asset managers, the authors argue. Europe’s reliance on foreign providers for cloud, chips and other AI infrastructure is flagged as an additional vulnerability for the region’s financial system.
Lagarde did not call for slowing AI investment, but for managing it “smartly.” She backed tougher oversight of AI-linked asset exposures, including stress tests and closer monitoring of concentration risk by supervisors. At the same time, she urged policymakers to accelerate efforts to build a homegrown AI ecosystem, warning that without it Europe risks becoming dependent on other regions “twice over”—for both technology and financial stability.
