Canada Opens Public Consultation on AI Transparency, Targeting System and Output Disclosure

On July 23, 2026, the Government of Canada launched a public consultation on how to strengthen transparency requirements for artificial intelligence systems and AI‑generated content. The process is led by the newly appointed Minister of Artificial Intelligence and Digital Innovation and is framed as a key step in implementing Canada’s National AI Strategy, “AI for All,” unveiled in June.

The consultation focuses on two main questions: when and how organizations should disclose that they are using AI, and what kind of labelling or technical measures should be required to distinguish AI‑generated text, images, and other outputs from human-created content. High‑impact domains such as elections, public services, and finance are highlighted as areas where stronger transparency and accountability may be needed.

Canada is already debating a broad AI law (Bill C‑27), and the new consultation is expected to inform both the implementing regulations and any future legislation. By explicitly referencing global developments, including the EU’s AI Act transparency rules, Ottawa signals that it intends to align with emerging international norms and position itself as an active player in shaping democratic AI governance.
